HTC Radar está montado de una sola pieza de metal que resalta su acabado, apenas una tapa en la parte trasera con lo justo para introducir la batería y la tarjeta SIM. Fue presentado junto con HTC Titan, pero Radar tiene menores especificaciones. Con la plataforma Windows Phone 7.5 Mango, teclado QWERTY en pantalla, orientable, multitáctil, capacitiva, de 3.8 pulgadas, con resolución de 480 x 800 pixels y densidad de 246 dpi.
Para redes 2G: GSM / GPRS / EDGE, y 3G: UMTS / WCDMA / HSPA. Conectividad Bluetooth, USB, HDMI, Wi-Fi, GPS, conector audio 3.5 mm, Tethering, DLNA. Cámara de 5 megapixels con flash LED, grabación y reproducción de vídeo a 720p HD, radio FM stereo. Procesador a 1 GHz, 512MB de RAM, 8GB de memoria preinstalada con hasta 6.54GB disponibles, pero no tiene slot de expansión de memoria.
Aplicaciones de gestión personal, redes sociales y mensajería, las de la plataforma Android y las disponibles en el Android Market.
